K-pop merch in France: how to calculate the €3 duty

Albums, light sticks, clothing and mixed orders may incur different charges according to the customs declaration lines.

Since July 1, 2026, K-pop merchandise shipped from South Korea to a consumer in France may incur a fixed €3 customs duty when the consignment’s intrinsic value does not exceed €150. The key point is that the charge does not necessarily equal €3 for every physical product: it is calculated by declared item line or tariff classification. VAT, shipping and possible carrier fees are separate components. Before paying on Weverse, buyers should therefore check the destination address, the tax breakdown and whether customs duties are shown as prepaid.

The new duty covers purchases up to €150

The European Union removed the customs-duty exemption for distance sales of imported goods worth up to €150 and introduced a temporary €3 charge. According to French Customs, the measure runs from July 1, 2026, to July 1, 2028; after that, the covered flows are due to move to the Common Customs Tariff system.

In practice, the rule may cover albums, light sticks, clothing and other products bought from a South Korean shop and imported directly by a consumer. The threshold concerns the consignment’s intrinsic value, not an informal calculation based only on each product’s displayed price.

Private-to-private consignments worth no more than €45, B2B business flows and consignments with an intrinsic value above €150 do not fall under this fixed duty. That does not mean they are free of all taxes: those flows follow their own customs rules.

€3 by classification, not by unit

The European Commission says the charge is based on tariff classification rather than quantity. Its official example is straightforward: five T-shirts under the same classification incur €3; three T-shirts and a watch, spanning two classifications, incur €6.

This principle helps buyers estimate K-pop orders, but it does not justify guessing the classification of an item. Two copies of the same album may produce one €3 line if declared together under the same nomenclature. An album, a light stick and a T-shirt may instead occupy separate lines and increase the charge. The actual treatment depends on the customs declaration, not the commercial label “merch.”

There is also an operational nuance. In the French Customs Q&A, one DELTA IE declaration line containing several units incurs €3 because quantity is not used in the calculation. Under DELTA H7, however, the duty applies to every declared line; products with the same HS6 code split across several lines may therefore trigger the duty more than once.

Examples for building an estimate

Consider an order below the €150 threshold. Three T-shirts entered under one line and classification point to a €3 charge, following the EU example. If a T-shirt and another type of article are declared under two classifications, the reference amount becomes €6.

For an album containing several inserts inside its package, buyers should not automatically count the photocard, booklet and disc as separate charges: what matters is how the product is declared. Likewise, it is unsafe to add €3 for every album or to state in advance that an album and a light stick will have different codes. A cautious estimate multiplies €3 by the likely number of lines or classifications while allowing for the actual declaration.

Mixed orders need additional attention. Clothing, a light-emitting device and a recorded-music product may be described separately, while several identical units may share a line. Splitting a purchase into different consignments also creates separate customs processes; the sources do not promise savings from that strategy.

VAT and carrier charges are separate

The €3 duty does not replace VAT. Under the European Commission’s VAT guidance, the new duty temporarily applies to imported distance sales in consignments worth up to €150. French Customs explains that under the standard or simplified VAT arrangements, the duty enters the taxable amount. Under IOSS, it does not enter that amount because the customs-duty chargeable event occurs after the VAT chargeable event.

A public tax should also not be confused with a possible administrative fee charged by a carrier for clearance or advancing payments. The cited sources do not set a single price for that service. If no such charge is itemized at checkout, consult the carrier’s conditions before delivery.

What to check at Weverse checkout

Weverse Shop says that, for products sold and shipped from Korea, prices displayed outside Korea exclude tax on the product page; applicable taxes are calculated at checkout after an address is entered. The platform has also introduced prepaid duties and taxes, while noting that this service does not apply to every country or region.

Before confirming delivery to France, verify the final address, compare the initial price with the total, open the tax breakdown and look for a prepaid-customs-duty line. Check whether the order combines different articles and retain the receipt. If the duty is not clearly included, do not assume that nothing will be collected during clearance or delivery. Commercial and customs conditions can change, so always consult the official notices linked above.
