Belarus is officially out of the 2027 IIHF World Junior Championship, while Russia’s participation has not been confirmed. The Belarus decision is final for this edition; in Russia’s case, the International Ice Hockey Federation (IIHF) has only said that it is working to implement a Court of Arbitration for Sport (CAS) ruling and assess the necessary conditions. As of November 8, 2026, Hockey Canada’s published schedule still listed the same ten teams, with no Russian entry.

The status of each team
The key distinction is straightforward: Belarus and Russia are not at the same point in the process.
In a statement issued November 7, the IIHF Council decided that the Belarusian under-20 national team will not participate in the 2027 World Juniors. The country’s senior men’s team was also excluded from the 2027 IIHF World Championship.
For Russia, the statement did not announce reinstatement, a berth, a group assignment or a game. The IIHF said that, although it continues to disagree with the CAS decision concerning Russian participation in its championships, it is taking the steps required by the ruling and reviewing the conditions that would need to be met. It has also opened discussions with affected national associations, including the Russian Ice Hockey Federation.
Saying that Russia “is back at the World Juniors” would therefore go beyond what the document confirms.

Why Belarus is out
The Council acted after the IIHF Disciplinary Board partially upheld an appeal by the Belarusian Ice Hockey Association against decisions made on July 27, 2026. According to the international federation, the disciplinary body found that it had no legal basis to order immediate reinstatement.
In keeping Belarus out of both 2027 championships, the Council said it considered existing competition structures, schedules, ticketing and operational planning. That resolves the question for the Belarusian under-20 team in this edition, even if the wider institutional dispute may continue through other proceedings.
For Canadian fans and ticket holders, the practical conclusion is clear: Belarus will not be added to the 2027 World Juniors schedule.

What the Russia process does not settle
The IIHF statement describes an implementation process, not its final outcome. It does not say that Russia will enter the under-20 tournament in Canada, and it provides no opponent, venue, deadline or format for a possible inclusion.
The federation says it is considering how to safeguard its championships, protect its financial stability and secure the long-term future of international hockey. Those criteria show that sporting and organizational questions remain. The statement does not establish how any changes would be carried out.
The official sources reviewed consequently provide no basis to predict that one team will be replaced, that the field will expand, that games will be forfeited, or that particular visa or federation decisions will follow. Those outcomes remain speculative.

Canada’s published schedule remains the working schedule
The schedule announced by Hockey Canada contains ten teams. Canada, Czechia, Latvia, Norway and Switzerland make up Group B in Edmonton. Finland, Germany, Slovakia, Sweden and the United States form Group A in Red Deer. Neither Russia nor Belarus appears in that lineup.
The tournament is scheduled for December 26, 2026, through January 5, 2027. Preliminary-round games are split between Rogers Place in Edmonton and Marchant Crane Centrium in Red Deer. From the semifinals on January 4, play moves exclusively to Rogers Place, with the medal games scheduled for January 5.
The hosting announcement separately confirms Edmonton and Red Deer as the host cities. Because the Russia discussions could produce further official action, anyone holding tickets or planning to attend should check Hockey Canada’s official page before the event instead of treating reports about the CAS ruling as an automatic schedule change.
The two world championships are different events
The IIHF statement addresses two separate competitions. The World Juniors is an under-20 event taking place in Canada across December 2026 and January 2027. The 2027 IIHF World Championship is a different tournament for senior men’s national teams.
Belarus was expressly excluded from both: its under-20 team will not play at the World Juniors, and its senior men’s team will not participate in the men’s world championship. Mentioning both in one statement does not mean they share a host, schedule or competition structure.
This distinction also matters when reading headlines about Russian participation. A general reference to “IIHF Championships” is not, on its own, confirmation of Russia’s placement in the Canadian junior event.
What to watch next
An effective change would require a new official document identifying the affected competition and explaining the operational consequence. For Canadian readers, the clearest signals would be a subsequent IIHF announcement or a revised Hockey Canada schedule.
Until then, the accurate status is: Belarus is out; the IIHF is separately discussing how to comply with the CAS decision concerning Russia; and Russia is not confirmed in Canada’s published World Juniors schedule. Keeping those facts separate prevents a legal implementation process from being mistaken for a tournament berth that no reviewed official source has yet awarded.
