K-pop photocards: taxes and postal deadlines in Brazil

Purchases, gifts, and international trades are subject to declaration, taxation, and tracking requirements in Minhas Importações.

Anyone receiving K-pop photocards from abroad in Brazil should include the product, shipping, and insurance in the calculation, check whether the seller participates in Remessa Conforme, and track the shipment with a CPF through Minhas Importações. Even a card sent as a gift or as part of an international trade needs a reasonable declared value. If Correios posts a charge, its stated deadline to pay or request a review is 20 calendar days.

How much may be charged

For shipments of up to US$3,000 under the Simplified Taxation Regime, the usual charges are the federal Import Tax and state ICMS. According to Brazil’s Federal Revenue Service, the purchase value, also called customs value, combines the product price, shipping, and insurance when the latter two are not already included.

For an individual buying from a website certified under the Remessa Conforme Program, the Import Tax rate is zero up to US$50. Above that threshold, the tax is 60%, with a US$30 deduction. On a non-certified website, the rate is 60% regardless of value, with no deduction.

ICMS is charged in both cases. Its rate ranges from 17% to 20%, depending on the destination state, and it is calculated on a tax-inclusive basis that encompasses both customs value and Import Tax. A zero Import Tax rate therefore does not mean a tax-free shipment. Check the official links and your state’s current rate before buying because the rules may change.

A photocard example

Suppose a photocard costs R$40, shipping is R$5, and insurance is R$3. Its customs value would be R$48. If the purchase qualifies for Remessa Conforme and falls within the US$50 threshold, Import Tax would be zero, but ICMS would still apply. If the same purchase came from a non-certified website, Import Tax would be R$28.80—60% of R$48—before ICMS.

The Revenue Service’s calculation page shows that, at a 17% ICMS rate, the formula is `(customs value + Import Tax) ÷ (1 − 0.17) × 0.17`. In the non-program example, that would produce approximately R$15.73 in ICMS and R$44.53 in combined taxes. This is only a simulation: currency conversion uses the exchange rate on the declaration’s registration date, and a state may apply a higher rate.

Gifts and fan trades are imports too

Writing “gift” on a package does not automatically remove taxation. For goods sent at no cost to the recipient, including presents, the Revenue Service uses the sender’s declared value, provided it is consistent with prices normally charged for identical or similar goods. This also guides collector trades: the absence of payment does not make a photocard valueless.

The sender should describe the contents and state a defensible value instead of using a vague description or an artificially low figure. Keep trade conversations, item images, mailing receipts, and price references. They may help explain the value if requested, though they do not guarantee that customs will accept the declaration.

The Revenue Service’s international shipment Q&A treats both purchases and goods sent free of charge as international shipments. It also says that accurate, detailed information about the recipient, sender, goods, and values helps prevent clearance problems.

CPF and Correios tracking

Every imported item requires a CPF. The number must be in good standing, and the recipient’s name must match the Federal Revenue Service registration. For a purchase, enter these details correctly when ordering; for a trade, give them to the sender for the postal documentation.

For shipments carried by Correios, register with Meu Correios and follow the item in Minhas Importações or the Correios app. The platform lets users link parcels to a CPF, review requirements, submit documents, and generate payment. The Correios guide lists bank slip and Pix as the payment methods available in the system.

There is no single delivery period: it depends on the shipping service and customs review. While tracking displays “Em fiscalização aduaneira” (“Under customs inspection”), Correios says the parcel is not in its possession. Consult tracking for the applicable delivery estimate.

Payment or review within 20 days

Once a charge becomes available, the recipient has 20 calendar days to pay taxes and any postal handling charge. If payment is not made within that period, the parcel is sent for return abroad.

If the amount appears wrong, request a review in Minhas Importações before issuing the bank slip or paying by Pix. The option remains available until the end of the same 20-day window. The requested evidence may include the store page, item description and quantity, price, shipping, insurance, proof of payment, and commercial invoice. Correios says the user may submit documents only once and that the Revenue Service reviews the request; Correios provides no completion deadline.

Before deciding, compare the declaration with the actual purchase price or, for a gift or trade, a justifiable market value. Also check whether shipping and insurance were included and whether the seller was genuinely certified under Remessa Conforme. This review turns an unexpected charge into a practical choice: pay within the deadline or submit evidence for reconsideration.
